MPs slam NPPF for perverse planning incentives

Some local authorities feel incentivised to refuse housebuilding applications because it helps them meet Government planning performance targets, Cambridge University academics have discovered.

Research commissioned by the Commons Communities and Local Government Committee finds the National Planning Policy Framework’s focus on the number of decisions made within eight to 13 weeks from the start of formal process masks good and bad performance.
