Demands issued in return for mayor

Tough-talking West Midlands councils have told government they will only accept an elected mayor if Whitehall agrees to a series of demands.

In private talks with Treasury officials yesterday, the region called for the West Midlands combined authority to be given a capital and revenue budget.
