Devolution is not essential for every local authority, the Northern Powerhouse minister has said in a dramatic policy shift.
Speaking to a local newspaper during a visit to Sunderland last week, Jake Berry said that councils should not be so focused on devolution because they will still benefit from the deals given to neighbouring authorities.
