IPPR proposes alternative business rates model

A think-tank has laid out alternative proposals for full business rate retention after claiming Whitehall’s plan ‘fails on its own terms’. 

The Institute for Public Policy Research (IPPR) warned that under current government proposals richer councils would have a stronger incentive to grow their economies while poorer parts of the country would have their rewards ‘dampened’.
