When I wrote my comment last week calling for fiscal powers to follow in the wake of devolution deals, I didn’t think George Osborne would be quite so obliging, quite so soon.
The chancellor’s announcement at this week’s Conservative Party conference has come as a bolt quite literally from the Blue. Even on Friday last week, the Sheffield city region deal referred to the possibility of business rate retention discussions. It is now a full-blown fact for all authorities.
