Miliband to announce regional cabinet

Ed Miliband is set to announce that council leaders will join cabinet meetings if Labour win the next General Election later today.

The Labour leader will reveal he is going to set up an English regional cabinet committee, with council leaders sitting alongside cabinet members.

At a meeting later today in Manchester, Mr Miliband will say the Labour Party will pass an English Devolution Act early in the next Parliament and allow local authorities to seize control of bus services.
