Myths that will hinder devolution

Councils currently operate in a climate which ties their hands, but the constraints imposed here do not apply in many European countries, writes Cllr Graham Chapman

According to chancellor George Osborne in his recent speech to the CBI, local authorities, through devolution of powers, are to be a major contributor in improving the UK’s productivity gap. Rightly so.
