Northamptonshire CC have called for changes to funding mechanisms in the face of a massive overspend and a possible raid on reserves.
The council, which claims to be the fastest growing in the country, was looking to cut £68m from its budget this year as the Government is set to reduce funding by £148m over the next five years.
