Osborne gives councils business rates - but plans to take grant

Chancellor George Osborne has announced plans to hand business rates over to local authority control, as part of plans to phase out grant. 

Speaking to the Conservative party conference in Manchester, the Chancellor said he was ‘embarking on the biggest transfer of power to our local government in living memory’ as he laid out plans which will see councils retain all £26bn in business rates.
