Panels need to raise their game

There is no doubt that the new democratic accountability in policing - brought about by the election of PCCs (police and crime commissioners) - has shaken things up. 

The arrival of a single, powerful and visible individual for each police force has brought new impetus, ideas and ways of working but resting substantial power in a single ‘unshackled’ figure has also led to some serious questions about probity and the meaning of accountability.
