'Slow' progress council to create children's services company

Reading Council has announced plans to transfer its failing children’s services to a council-owned company after inspectors noted improvements were not happening fast enough. 

The council, which Ofsted branded inadequate last year, was again criticised earlier this month for improving ‘too slowly’.
