England’s smaller cities have added to pressure for local control of spending and taxes by calling on all political parties to commit to a ‘bold’ charter for devolution.
Key Cities, a group including Sunderland, Milton Keynes and Portsmouth, said whoever formed the next government must do more to empower urban centres to stimulate growth and create jobs.
