Succession planning for a fast-changing future

The global financial crisis sent shockwaves through the private sector and triggered a period of change in local government that is ongoing. 

Many authorities are undertaking second or third round restructuring processes. The drivers of these consolidation exercises are largely financial, although other factors, such as rising citizen expectations and the need to innovate and digitise service delivery also play a part.
