Welsh Assembly given incentive to devolve income tax

Prime minister David Cameron has hailed today’s St David’s Day agreement as ‘one of the biggest transfers in power in the history of Welsh devolution’.

His comments follow the publication of new funding measures and powers for the National Assembly at Cardiff.

These include, as an incentive to call a referendum on income tax powers, proposals for funding floor in the level of relative funding provided to the Welsh Government.
