100% rates retention on its way as Bill receives second reading

Legislation that will pave the way for 100% business rates retention passed its second reading in the House of Commons this week.

Housing minister Gavin Barwell said the Local Government Finance Bill represented a ‘revolutionary’ step but insisted the legislation would not ‘solve all the problems’ facing councils.
