Northern Powerhouse minister Jake Berry has suggested east Lancashire unitary plans would stand a better chance of succeeding if they were backed by every council.
Proposals for a Pennine Lancashire unitary that would merge Blackburn with Darwen Council together with Rossendale, Pendle and Burnley BCs were sent to the Government last month.
