Blackburn with Darwen could lockdown as ‘a very last resort’

Blackburn with Darwen has replaced Leicester as England’s new coronavirus hotspot and could now face a local lockdown.

In the week to last Friday the local authority recorded an infection rate of 79.2 cases per 100,000, while cases in Leicester fell to a rate of 77.7 per 100,000.
