Prime Minister Boris Johnson has pledged more devolution to councils and communities in a bid to placate Brexit voters.
Speaking in Manchester at the weekend, Mr Johnson claimed citizens had not voted to ‘take back control’ from the EU only to have powers hoarded in Whitehall.
