Councils will be at the back of the public sector queue for additional funding, a senior local government figure has warned.
Speaking at the Chartered Institute of Public Finance and Accountancy's annual conference today, the organisation's director of local government, Sean Nolan, said the sector would likely lose out to calls from police, health and counter-terrorism.
