The controversial Barnett formula should be scrapped following Brexit and replaced with a needs-based funding regime, an influential group of peers has urged.
A report by the House of Lords’ European Union Committee expresses ‘acute concern’ that Britain’s devolved jurisdictions will ‘lose heavily’ if needs-based EU funding is replaced by UK subsidies granted in accordance with the population-based Barnett formula.
