Changing perceptions?

‘If I was made children’s minister, on my first day I’d have a big breakfast and then take a big gulp,’ one assistant director remarks during a break at the Association of Directors of Children’s Services’ (ADCS) annual conference.

They recognised that, amid decreasing income and increasing numbers of children entering the social care system, the decisions faced by ministers are no easier than those faced by councils.
