Council takes over failing children's services

Plymouth City Council has taken over the running of children’s services at Torbay Council after a series of critical reports.

A formal contractual arrangement between the two councils started this week after the Department for Education’s commissioner John Coughlan chose Plymouth as the preferred partner to help lead improvement.
