Councils ‘disempowered and sidelined’

Councils should be given responsibility for the coronavirus test and trace system, a group of experts has recommended.

Test and trace is among the powers that should be devolved to local authorities, which have been ‘disempowered and sidelined,’ according to a report by Independent SAGE, formed as an alternative to the Government’s Scientific Advisory Group for Emergencies.
