Devolution should be a stepping stone to passing power down to local communities and businesses, Boris Johnson has told Scottish Conservatives.
Fresh from suggestions last week that he had dubbed Scots devolution a ‘disaster’ – a story he claimed was ‘not entirely accurate’ – the Prime Minister claimed he wanted to shift powers from the devolved parliament to ‘councils and communities across Scotland’.
