Districts cry foul over devolution plans

Divisions have emerged over the Government’s devolution plans after lower-tier authorities raised fears over the removal of powers.

Concerns have been raised that the Levelling Up and Regeneration Bill would enable newly-formed mayoral combined authorities to take powers from district councils without their consent.
