Fresh calls have been made for urgent reforms to the Deprivation of Liberty Safeguards (DoLS) system after people were found waiting for proper assessments for years.
A report by the Local Government & Social Care Ombudsman last week said a backlog meant people were being left in care homes and potentially deprived of their freedom.
