EXCLUSIVE: Data protection blamed for refusal to share shielded list

Frustrated council officers have blamed data protection for thwarting efforts to help vulnerable people.

The Government has told councils that the  NHS shielded patient list, a national dataset of people originally identified as being clinically extremely vulnerable to COVID-19, cannot be shared with utility firms under any circumstances because it would breach confidentiality.
