Evolution, not revolution

A lot of fire has been aimed at the Chartered Institute of Public Finance and Accountancy (CIPFA) in the last few weeks.

The organisation has raised its head above the parapet to bravely argue that the sector as a whole must respond robustly to the first Section 114 notice in almost 20 years. Its controversial suggestion has been to propose a financial resilience index, which would give every council a red, amber or green rating.
