The relationship between local authorities and central government is holding the sector back, The MJ's Future Forum has heard.
Deputy chief executive of the Local Government Association, Sarah Pickup, said the organisation's submission to the Spending Review had attempted to change the dynamic by laying out the sector's offer in return for extra cash.
