‘Golden hellos’ row continues

Children’s services directors have refused to back down in a row with fostering providers over the practice by private agencies of offering golden hellos.

Relations soured earlier this month after the Association of Directors of Children’s Services (ADCS) accused profit-making independent fostering agencies of poaching carers from councils and then selling them back to local authorities at an inflated rate.
