Nearly a decade of cuts in funding from central Government has left all councils having to make increasingly difficult choices about local services – and pushed some to the brink of financial failure.

Looking ahead, projections of demands and costs suggest the council tax and business rates revenues councils are set to rely on just won’t be enough.
