There is no doubt some councils are in the vanguard of organisations exploiting digital in any sector. Arguably they need to be, given the enormous pressures in the public sector to protect critical services in the face of unprecedented cuts.
Recent reports suggest that some of the most innovative CIOs and most competent IT teams for example, are to be found in local government– that is certainly my experience too.
