'Horrendous' member relations hampered St Helens

A culture review by the Local Government Association found 'horrendous' relationships between members at St Helens Council and blurred lines between officers and members.

The report was commissioned following a peer review at the start of this year, which found that past political problems had ‘given rise to poor member behaviour’ and had ‘muddied the waters on how the council should operate’.
