Replacing council tax with a new property tax could help tackle wealth inequality, a new report has claimed.
The IPPR think-tank said a tax paid by the owner rather than the occupier would benefit the ‘vast majority of households’ while raising up to £1.6bn more if fixed at 0.5% of property value.
