Over the last few years, much progress has been made to highlight the growing pressures in both children’s services and schools funding for councils.
One issue linked to both – but one which has slipped under the radar – is the growing concern from county authorities about their overspends in the ‘high needs block’, a grant to support children who have special educational needs.
