I write just after Sepp Blatter announced his resignation as FIFA president. Not a moment too soon most would say.

Seventeen years is a long time in power when you are both ineffective and corrupt. We wait to see what skeletons are found in his cupboard, killed by the smoking gun that finally forced his resignation. But what has this to do with local government, you ask?
