Labour has proposed changes to the planning system that would enable councils to compel developers to build discounted homes for first-time buyers.
The election pledge unveiled by shadow housing secretary, John Healey, would see councils able to include conditions when granting planning permission that applicants provide homes for sale with a discount of 20% to 50%.
