Former Solace president Mark Rogers has just finished doing something he never thought he would do – being a civil servant.
During his time at Solace he was also chief executive of Birmingham City Council at a point when the long-term issues of the council – issues that pre-dated his tenure – were starting to come to the attention of central Government. It is fair to say that his relationship with Government, in both roles, was not always harmonious.
