It’s time to get our heads up and look beyond the current wave of COVID cases and update our medium-term financial plans.

The Spending Review is helpful, giving a three-year perspective and front-loaded allocation to local government. However, the provisional local government finance settlement adds a layer of doubt in future years and, with the introduction of the one-off services grant, has got those in the finance community scratching their heads.
