Ministers should lift restrictions on council tax increases and let town halls set local taxes for specific services amid snowballing support for some higher contributions, a report has suggested.
A study by the think-tank Localis, published today, has identified a ‘goodwill’ gap between what people are willing to pay for some services and what they pay now.
