Lord Patten questions council officers' training

Veteran business leaders should be brought in to manage councils, a Tory grandee has suggested.

In a debate about local authorities, Conservative peer Lord Patten said such a move could ‘add to efficiency’ and alleviate councils' financial difficulties.
