One of the advantages of being a new minister is the freedom to throw up all kinds of new ideas, however wacky, and sound enthusiastic while knowing that for the first 100 days or so commentators will give him or her the benefit of the doubt before cynicism sets in.
One such minister is the new health secretary Matt Hancock, a former chief of staff to Chancellor George Osborne.
