Ofsted: Lack of secure units denying vulnerable children help

The lack of secure children’s units is denying care to the most vulnerable young people and could encourage unregulated provision, Ofsted has warned.

The watchdog’s report noted that the number of referrals for places in secure children’s homes was significantly higher than was available.
