Harry Catherall is expected to join Oldham MBC as its new interim chief executive.
Councillors will vote on a recommendation to appoint the former chief executive of Blackburn with Darwen BC at a council meeting next week.
It comes after council leader Arooj Shah decided to replace Carolyn Wilkins.
