The Local Government and Social Care Ombudsman has told councils they must avoid unnecessary delays when creating Education, Health and Care (EHC) support plans for children.
His warning follows an investigation into a complaint about Cornwall Council and just three months after the Ombudsman revealed it was upholding eight in 10 complaints it investigates about EHC plans.
