'Opportunities missed' to stop homeless death

Opportunities were missed to provide accommodation for a rough sleeper whose partially decomposed body was discovered in a tent, a review has found.

Worcester City Council commissioned homelessness expert Neelam Sunder to undertake an independent review into the death of 74-year-old Cardon Banfield, who frequently travelled around the country.
