Porter warns homelessness Bill could struggle to make impact

Town hall leaders have warned new legislation to tackle homelessness could struggle unless ministers address wider issues.

The Department for Communities and Local Government promised councils a further £48m to help them meet the costs of the Homelessness Reduction Bill, which will require councils to help all eligible people who are threatened with having no home.
