Cornwall was the first council in England to deliver a programme of double devolution – also known as ultra-localism. Leader of the council, Adam Paynter, explains how this approach has helped sustain and improve facilities across the county

Cornwall has a history of self-dependence, being geographically remote, with only one border on its eastern edge. The Duchy has also always been at the forefront of innovation. This theme continues with Cornwall’s communities being ambitious in seeking out new ways to sustain and enhance their local services.
