Councils are struggling to protect social care budgets, the Association of Directors of Adult Social Services’ (ADASS) annual budget survey has suggested.
This year 37.4% of respondents' budgets will be spent on adult social care - compared to 37.8% last year.
Although the decline is small, it is the first time it has fallen since 2010.
