Recovery plans key to levelling up

Government ambitions for levelling up depend on councils being given funds to fulfil local recovery plans, the All Party Parliamentary Group on devolution has been told.

Chief executive of West Midlands Combined Authority, Deborah Cadman, argued what was taking place was ‘decentralisation rather than devolution’.
